The descendants of the Vanilla cookies that fled your kingdom to escape the war, and the Sea cookies who were already livin' where the refugees wound up. I dunno if you noticed, but the Upper City is mostly populated with Vanillians while the Cookies of the Sea usually stick to the Lower City... Sure, ya got some exceptions, but...
