She tenses just a bit when he embraces her, recovering quickly enough to relax her shoulders and get her other arm around him, rubbing comforting little circles on his back. She's not unaccustomed to delivering bad news, or being a stranger's shoulder to cry on in a hard time-- she was a police officer, bad news was half of her job --but when it came to things like this, telling someone they may not see their loved one for some time, if ever again... That's something she thinks she may never get used to.
