[That can mean many things, some of them more unpleasant than others. The Shogunate could have been described as "enthused" about the existence of demons - in that they were willing to accept them so long as they could get something out of them. Sen is well aware that it would be all too easy for them to be turned on in the event that these people couldn't, down the line.
Kaoru is probably aware of it, too.
Then again, there are always people who are enamored with the supernatural. Perhaps this enthusiasm is some sort of misplaced infatuation with the idea of being involved with things that are more than human.
Either way, it sounds like the monsters aren't above using whatever it is to their own advantage for now. She can admire that sort of resourcefulness, at least.]
